i had the same problems as all of you but if you play the game on arcadebomb.com all of the defenses are available but i cannot get past level nine either. enemies start out with shields and lasers and your smack in the middle. if anyone figures out a strategy to get past this level let me know

this game is pretty easy. here's the trick. to beat level 4, upgrade speed and power in the first three levels. don't kill the last planet until you upgrade the ships (power and speed). While the money is slow, just do something else for 5 minutes and by the time you get back you should be good to go. If you've upgraded 3 times by level 4, it should be a cinch. As for later levels, it's quite common sense. Always attack the easiest planet, leave the big bases for last. Don't be worried if you lose a planet, just get it back (it's better too cuz you get a money bonus everytime you capture). Finally, put up a force shield when you have the money, and you should be good to go. campaign should be beaten in about an hour

The game has an error, you can't add turrets no matter how much money you make. Programming flaw, idiots.

If you do not upgrade early, you will nenver make it past level 4. By level 4 you should be close to fully upgraded (I know it takes a lot of boring time, but thats the game). A trick I learned is to wait a second until the enemy sends ships to start a planet, then send yours.... it will only take half the amount of ships to occupy.
One problem I found was the inability to create laser turrets for defense. The game did not allow me. Oh well, I was still able to beat it.

Restart the campaign, and hold all of the planets except for one on the first level. Ship upgrades carry over level to level.

Completely buggered. Level 4, the computer has almost twice the speed of you....Fail.

Even fully upgraded I can't compete with the computers on level 6. They seem to be able to send far more ships than is mathematically possible from each planet. Ridiculous.

This game needs some serious work balance wise. For example, level 4, the enemy seems to get a power upgrade off the bat.
That just ruins the entire level because there's no way you can compete with something that has twice the power as yourself.
Even after taking 4 planets I had only half the resources for that upgrade.
Either work out the balance kinks, configure the resources, or set out an easy - hard mode.

Concepts good, execution was bad.
